The general use of silo in the IT world is to describe business processes, or information systems, that take no account of the potential value of interacting with other parts of the same organisation. A trivial and overstated example would be an organisation that had two functions and two IT systems, one for managing data about recruitment and training of its staff, another for paying its staff. As both worked in silos, neither realised that the other needed to keep employee records.
